详解上海某高新园区国际招标竞赛第一名：德国FTA的The Loop of City方案

近日，上海市闸北区市北高新园区整体转型规划国际方案征集中公布了第一名德国FTA的“The Loop”方案，据悉该方案获得了专家团和甲方的高度认可，该规划主要通过“以城促产”的方式将市北高新区融入到城市中去，实现“城市、人、产业”的融合。接下来我们先通过视频动画，由德国设计师Thomas Fritzsche来深入介绍该项目的创作理念。

项目背景：市北高新技术服务园区位于闸北区的北部，交通区位、商办区位条件良好，但缺少居住及配套设施。南临中环路，景观环境有一定影响。地处闸北区总体结构的“北产业”片区，南临“中繁”片区，商业商务氛围浓重，商办氛围和交通区位较好。市北高新技术服务园区位于闸北区的北部，交通区位、商办区位条件良好，但缺少居住及配套设施。南临中环路，景观环境有一定影响。地处闸北区总体结构的“北产业”片区，南临“中繁”片区，商业商务氛围浓重，商办氛围和交通区位较好。周边功能 Surrounding City Function周边功能 Surrounding City FunctionFTA的本次项目从在上海打造“具有全球影响力的科技创新中心”的愿景出发，对环境如何激发创新进行深入思考，希望通过营造良好的城市环境及产业氛围，激发创新，最终构建一个涵盖交流、文化、生态、活力于一体的复合型创新社区。提升土地价值、激发区域活力、促进交流、传承文化。通过激发城市活力、提升商务品质、增进创新创业，打造开放式交流空间。Their design is based on the vision of “creating a science and technology innovation center with global influence in Shanghai” to carry out deeper thinking of how the environment can inspire innovation. Their aim is to stimulate innovation by creating a favorable urban situation and industry atmosphere which will finally build up an integrated creative community carrying out the function of communication, culture, ecology and vitality. It will also bring up the land value, inspire regional vitality and improve communication and cultural heritage to gear up the business improvement, innovation and entrepreneurship and create an open space for communication.传统高新区的开发模式专注于企业招商 ，政策扶持，园区独立于城市运作。市北高新区作为距离上海市中心最近的高新技术产业园区之一，应将从城市和人的角度去考虑本片区的发展，融入到周边城市功能之中。FTA本次规划希望通过“以城促产”的方式将市北高新区融入到城市中去，实现“城市、人、产业“的融合。一个复合的“环” the loop of cityFTA在本项目中为区域办公、居住客群提供完善的商业、休闲以及生活配套，形成界面完整、开放共享的城市活力核心。区域内部打造了充足的开放空间，结合铁路公园，导入文化教育、展示、社区中心，形成具有历史特色的魅力空间。
The project provides thorough business, recreation and life service facilities for the group of people who will work and live in this area and forms a complete, opened and shared city vitality center. Full open spaces have been created within the area, by combining a Railway Park and introducing the function of culture, education, exhibition and community center, it finally shows an image of a space with its own historical features and enchantment.
在基地内部布置高层建筑群落，规避高架负面影响。在外围布置多层办公，实现用地价值的最大化。形成丰富的城市天际线，塑造商务氛围，形成城市客厅。在塔楼内部空间打造生态公园，将滨水景观引入其中，形成高品质的办公环境。
High-rise buildings are located in the inner part of the site to avoid negative impact from the elevated highway. Multi-floor office buildings are put around the outer circle of the site to fulfill the maximum use of land. This urban context will create a nice urban skyline and create the business atmosphere within the site and form a “living room” of the city. Ecological park is created and introduced into the internal space of towers and connected with waterfront landscape to create a great working space.
Engine of City Innovation对北郊站进行改造，打造成为以客运和城市轻物流为主的综合交通站点，以TOD模式打造创新品牌，形成城市创新引擎。以低密度创意办公空间，引导云计算、互联网+、物联网、高科技研发等产业发展。对北郊站遗留铁道进行景观化处理，并与滨水空间相结合，展现工业历史记忆。
The north suburb station has been renovated to carry out the function for passenger transport and light logistics center. A new brand image will be created by using the TOD model to become the new innovation engine of the city. Low density creative office spaces are created for the development of various industries such as cloud computing, internet plus, internet of things and high-tech research and development. The old north suburb station will be renovated and change to a great landscape connecting with waterfront spaces to keep the memory of its glory era of industry development.
